Public sector leaders around the world are aware that the pace of innovation needs to increase. The IBM Global CEO Survey 2006 highlighted that 75% of the executives who responded from the public sector expected "fundamental organisational change" during the next couple of years. They recognise that the need for new ways of doing business - adding to existing capacity and improving performance and services - is becoming increasingly urgent.
